The second option is the best in my opinion, occult cold war conflict
at it's finest. You just have to fudge the time of NY's mystical
dropkick so it coincides with whatever year it is in your campaign and
voilà.

Rewritting reality as you see fit is definetly one of the more fun
parts of the whole GM gig.
