[UA] minimum rolls question

Dear Sirs:
I am (as most of you surely are) in search of the ultimate gaming system. I
loath UA everywhere I can. But even so, a doubt.
What is the difference between a -20% to your skill for this roll AND you
need a minimum of 20% to success in this roll?
This is, for a specially difficult action, the rules stat that you can ask
for a minimum roll of (e.g.) 20%. I do not understand this. Firstly because
it is easier to track the -20% for your skill. Secondly, because it means
that you cannot HARDLY succed in a difficult task (!).
I explain myself. An easy one, a call shot to a leg is a minimum roll of
30%. If I have a 45% in Pistol, and I am shooting you in the leg, should I
hit you, the minimum damage you get is 30 points (!), if I do not use the
call shot, I could hit you in a 12% e.g. and this would mean 12 points of
damage (irrelevant to the location, or just, location unknown).
The same is true for "read latin" (sorry for the CoC flavour ;) ). If the GM
asks you for a minimum 30%, and you have Latin 45%, your minimum "success
level/quality of the result of the task" is 30%.
Would not it have sense to achieve a lesser result in a difficult task? If
the task is difficult, I'll mostly do it worse than I do averagely difficult
tasks. If I have skill 45%, it does not make sense that, when confronting a
difficult task, my minimum "success" is 30 and my maximum 45, while I am
able to success in an average task from 1% (well, that is a critical result,
let's say 2%), to 45%.
As I said, the same is true for shots. Of course that a hit to a leg is more
difficult than "any" hit, but not for this reason should it mean more
damage, it is only that you needed to hit there, to inmobilize the guy, to
make him drop an object, or whatever.
