[UA] minimum rolls question

The difference is most pronounced in firearms and other combat related 
rolls, where the higher the roll, the greater the effect.  If you have 
to roll a minimum of 30, then if you do hit, it's going to hurt a lot, 
such as in the case of going for a vitals shot.  If you had -30 to your 
skill, on the other hand, your best effort is going to have a minimal 
effect, as in the case of trying to shoot someone under inauspicious 
conditions.  Also, by having two separate modifiers, they both can 
potentially be applied at once, since there's a limit to possible +/- of 30.
