Voyeuromancy?

Harlan Elison had a story about something like that, which I cannot 
quite recall the name of... an entire apartment complex of people who 
derived some sort of power over watching things happen to others... 
usually terrible things like murder and rape. It was obviously inspired 
by the Kitty Genovese case. I wish I could remember more about it...
