You're thinking of the story "The Whimper of Whipped Dogs" originally 
published as part of "Deathbird Stories". In the story in question, it 
wasn't really the people in the apartment complex who drew the power, 
but a new (dark) god was drawing power from the people who were watching 
and not doing anything.
