[UA] Kidnapping the mayor?

Thanks for the suggestions, all. Unfortunately, they proved to be useless 
as, last minute, the PC in question decided he'd rather just kidnap the 
Chief of Police instead. Amusingly enough, the plan failed, and he ended up 
with an escaped convinct instead. The convict in question was very 
physically powerful, and could have been a useful "party member", had the 
PCs not destroyed reality later in the session.
