1. Its a good joke. Putting a towel around your naughty bits is something
everyone can relate to. It accurately models the emotions Donald should be
feeling (vulnerability et al) and gets the point across, even if it does not
really make any sense.
2. Someone told me (read: probably BS) it was considered improper (according
to the Comics Code or popular sentiment) to show a anthropomorphic character
who would notmally be somehow clothed with no clothes whatsoever.
3. Donald is an avator of the Mystic Hermaphrodite. Understanding this scene
is a powerful ingredient in several rituals.
