To add another layer of complexity, perhaps the casino could be a minor cliomantic site- some well known old-time  Mob boss could have died there.  Or maybe the casino was constructed as a 'demon magnet'- gambling-obsessed demons probably drift to Vegas from all over the US, and mostly wind up at the Dance.  This may have been done deliberately- the casino's owner collecting a rakeoff from other casinos to keep them demon- and thus weirdness- free.  Of course, this is a rich source of problems for the hapless guests, staff or new owners (the PCs)
