One plotline that hasn't been mentioned yet:
Sure, the Mafia doesn't run Las Vegas like they used to, but the remaining
forces could still play a powerful role. Especially if there's a move among
some of the younger hoodlums to try and take back the streets - possibly by
violating the Mafia's standing policy against magick. Voodoo protection
scams, anyone? An entropomancer or plutomancer threatening to put a blessing
on the Casino which will increase pay-outs and eat into the house profits?
A few ambitious hoods are making a power-play with an adept ally or two -
they've well-financed, and powerful, but they're in big trouble if their
unorthodox techniques get ratted out to the bosses.
Alternatively, the old mob mystique could be the source of a few powerful
artefacts created during the mob hey-days, inspired by Las Vegas's lawless
position in the national consciousness.
