I just thought of another angle for the Jigsaw-based killer.

All of those incredibly complicated traps and things he places people
inside, and the intricate profoundly obsessive pursuit of Making People Learn?

Isn't that going to call to the Sleepers like nothing else in the world?

It practically screams "Unknown Charging Structure for an Adept Who
Actively Wants to Gnaw on the Tiger."

And the police noticed before they did.  That's likely to cause some
problems.

It could also be really fun to send a Sleeper squad after this guy and 
get to a climactic point which boils down to the players figuring out that
all of the horrific deeds committed in the pursuit of this man's magickal
campaign don't have a 'purpose' they recognise at all.

Perhaps someone will even point out that the Greater Good will be served
be wiping his memory of them and letting him go, as further fuel to allow
the public to be persuaded that the next time something freaky happens, it's
just another serial killer.

Thus giving the Sleepers time to move...

Nasty business.  I like it.
