You could probably go a step further. Bruce Schneier wrote a piece,
some time ago, about the Fear of Movie Plots, which is basically the
way in which a lot of security schemes are designed to prevent a
specific action movie plot from happening, rather than to actually
increase overall security. The most recent example is probably banning
liquids from entering a plane to prevent the bad guys from sneaking
liquid bombs in.

So maybe there's an otherspace where all these absurd, unworkable or
just awfully specific  terrorist plots actually live ("let's use a
giant drill to cause earthquakes and ruin the world's lettuce
harvest!"). And maybe some joker finds a way to link it to the
otherspace of absurd, unworkable, of just awfully specific military
hardware.
