I'm not sure I like Hunted or Fugitive as an archtype.
The way I see it, it is not about what you do, but about what the
world does to you. You cannot "do what a fugitive does": either you
are doing something to make people look for you (which is more about
being the Master Criminal, Enemy of The Public, or something like
that), or you are going to stay hidden -- which is more about The
Faceless Man and the likes.
Now, I think a nice opposing archtype would be "Prey", which is about
being desirable and valuable to people who will be out to get you
(literally or figuratively), while avoiding capture. This covers
_a_lot_ of ground. Somehow being "desired" as opposed to "hunted"
feels more like something you can _do_ things about, even if the end
result is the same. Fugitive criminals won't qualify as Prey, but a
fugitive celebrity would.
