I like the idea of Prey as opposed to Hunted, for all the reasons you give.
I disagree about fugitive criminals not qualifying, though. Not all would,
sure, but ones who make themselves valuable and so on would. If they kept
leaving taunts to inspire the cops to hunt them, made a big deal about how
'uncatchable' they were, and so on, they would key into the archetype. If
they were doing it deliberately, they could (through a cut-out) post large
rewards for their own capture...
Leading to a potential scenario where the PCs, in order to stop their enemy,
have to clear him of suspicion in several crimes, stop people looking for
him, and make sure that they themselves don't find him. That could be fun.
