Commenting on the "Prey" idea: 

I agree that there's a bit off a problem with the Hunted being very passive
for an archetype. 

As regards the idea of making the Prey more about taunting and evading
capture: why not say that this *isn't* a new archetype at all - just an
attempt to re-interpret the Trickster. 

I ran a game in which a Trickster did almost exactly that to a Hunter PC -
baiting him along in an attempt to create an epic tale of twists and daring
escapes that would allow him to ascend as the Master Criminal (as seen in
Ocean's Eleven and a million other movies) and kick out the existing
Trickster.
