The problem with the above would be:

(1) Making each season utterly stand alone would risk losing people who you didn't hook with the current characters/plotline.

(2) Ending a season without a hanging plotline means you risk losing people who simply due to not waiting on pins and needles for the next season forget to tune in.

Still I like the idea of arcs featuring different main characters with perhaps mains from one arc being minor figures in other ones in a Sin City/Pulp Fiction sort of way.
