Cool idea.
For more of this type of city weirdness check out
China Mieville's collection Looking for Jake. There's
a story in their about cities being alive, jumping
from place to place, and fighting a war against each
other.

You could have the stores stock things that aren't
around anymore, but make it subtle. You know along
with Frosted Flakes on the shelf there are brands that
aren't made anymore, like Kaboom (is Kaboom still
around). And the old guy down the street drives an
Edsel, and the girl at the bank a Dodge Dart. That
sort of thing.

Maybe the city has something that attracts occult
types. The city is like a Venus flytrap. There's some
sort of "artifact" somewhere in the city. The mojo men
find it, but then the floor cracks open and they're
ground between asphalt teeth. Maybe devouring occult
types like that is what gives the city its sustenance.

When the players, who are from the city, finally get
involved and things look like they're starting to come
to a head, you could have the citizens trying to warn
them. Not outright, but with more subtle things--you
know the local theatre starts showing Escape From New
York.
