Hi folks, long-time lurker, very occasional poster.  =)
 
I like the idea that normal people can leave the town, but that the details  
slip away, and occult people get trapped there.
 
Since you are planning to start at Street Level, what if all your PCs  *were* 
from Terminus, but they got out.  The only thought they ever give to  the 
town was that they didn't really like it, and were happy to leave it  behind.  
Only now, something draws them each back there and they  meet.  And as time goes 
by, they slowly begin to realize/remember that they  all know each other, and 
that they were all caught in some kind of huge occult  horror/catastrophe 
there.  That was what drove them all to leave (and due  to the nature of the 
town, they promptly forgot), but it is also what made them  just "occult" enough 
to not be able to stay away, so they've been pulled back in  to deal with the 
after-effects of whatever it was.
 
I like this idea so much, *I* may use it myself.  LOL
