Have you considered Plutomancy? It has several spells that fit the effects
your player is looking for. 'I Know Your Price' lets you find out what you'd
need to do to get someone to do something for you. 'I'm The Man' makes
people percieve you as their boss, much like your 'That's For Tonight'
spell. And 'Devil's Deal' let's you make a bargain for someone's obedience,
whether they want to make it or not.
It doesn't let you pry into someone's secrets directly, but it does have
several scrying effects which can give you pointers towards them - and as a
GM, I'd be wary of letting a PC get an NPC's 'most precious secrets' in any
case. That kind of thing can make it really hard to keep any mystery in the
game.
