There is a paradox here, in that despite the obsession with "power", one
only has power of command if people give a damn. When people stop obeying
the king, there is no king. That said, a ruler often gains loyalty by
giving back to his people. Maybe your adept should charge by serving.

That said, there are existing school with powerful abilities to influence
others. Personomancy is one of my favorites. With the right mask, you can
get whatever you want! Personomancy really can do whatever she needs; it's
also more safely UA canon, since it's pulling the wool over peoples' eyes
and not Dominate. It just means that she'll have to prepare ahead of time.
