The sparrows thing was a reference to something Chris Cooper ( IIRC )
put up a while back; a ritual which made projectile weapons much more
accurate.
So, thinking symbolically, what do pigeons represent?
Waste. Disease. Messengers ( i.e. carrier pigeons ). A controllable
force of nature ( thinking of the scene in Ghost Dog where a pigeon
flock is taught to fly according to direction from a flag ).
So, perhaps this is an urbanomancers attempt to control a local avatar
of the messenger.
Symbolically capturing and killing the pigeons traps the messenger (
and the message ).
Letting the pigeon corpses rot encased in the waste of other pigeons (
perhaps at the base of a stone statue of a figure noted for travel )
enhances the entropy, furthering the destruction of the Messenger
"under his own waste".
Somewhere, a Messenger is unable to travel. First from agoraphobia,
then additionaly from intestinal pain and diarrhea. The Messenger
slowly turns yellow as his liver fails.
Anyone the Messenger ever ignored or offended now knows generally
where the Messenger is. They have only too look under the circling
flock of pigeons above the building he's in, and with this ritual
they'll be drawn to look at flocks of pigeons.
