Given that, the only ascentions which might get approval are those for
which there are already established archetypes?

Otherwise, all those who desire to ascend would try to hunt down and
eliminate the sleepers.  More so than usual, perhaps.

Approving existing archtypes might keep the avatars striving for
ascention while not noticing the imposed limitations.
