Off the top of my head:

Christian nutjob wants to bring about the Apocalypse, presuming that
once the final war between heaven and hell begins he'll be beamed up
to heaven to watch the holy genocide unfold.  See the "Left Behind"
series for mind-numbing inspiration.

Survivalist nutcase wants to "cull the heard" of the "sick and the
weak".  By unleashing the worst natural disaster he can think of (
mankind run amok and unafraid ) in a city he hopes to find those
worthy of survival via a trial by fire.  Throw in some Nostradamus
quotes, like "La grand peste en la cit maritime." for even more of a
whackjob feel.

For a postmodern answer... umm .. "why not?"  ;-)
