So, the "A frightened, dependant population ensures job security." idea.

Although I kinda like the idea of local media reporters paying nutjobs
to commit random killings at appointed times.  Then the "Action News
Team 5" are first on the scene to ask the wounded "How does being shot
make you feel?".
