David M Jacobs is correct in that it's Farsi; it also seems to be a Farsi
translation, or at least the beginning of one, of "Crystal Palaces", or قصر
بلوري as it's used there. Oddly, some of the cast has changed. Citizen
490-198-1939, for instance, is shehrond (citizen) 490-198-1931 (1931-198-490
شهروند). Of course, that *could* be a typo---but, then again, what's the
numerological significance of a difference by 8? Hm.
