Ubiquitous surveillence is one step before celldar.
It's the next big brother thing for Charles Stross.

Celldar is when cellular phones memory storage and
networking eclipse server mainframes in size and
capacity. The camera phones will be recording all the
time 27/7 and the stuff viewable at any time and will
be stored somewhere.

Sitting with a phone, a person would be able to walk
across a continent purely by hopping from one
field-of-view to another.
