Common misperception.  The percentage of overlap is actually pretty  
small.

As for the MPAA, it's not just anonymous, it's utterly morally  
bankrupt.  An indie film that shows three pubic hairs is doomed to an  
R, if not an NC-17, while an action film where people get  
disemboweled can manage a PG-13 if its director and producer have the  
clout.
