Ok, real world this seems a bit nuts.

In UA, however, could this be the equivalent of a government sponsored
Sleeper like group?

Maybe it's just too much time messing about with DG, but I've wondered
where the governments fit in to the UA world.

Most of the OC seems like it would slip under all but local LEO radar
( who cares if vagrants are collecting sparrows from the park for
money rather than turning in empty 40s ) but some would draw some
attention.

Things like thanatomancers are obvious, but also the after effects of
an epideromancer attack, narq drugs, etc. .

Thoughts?
