Don't ask me brother, I live here and *I* don't really understand it 
either. I think it's one (or perhaps both) of two things:

(1) It's a relic from the past, when different ethnic groups were first 
making their first big waves of immigration and they were discriminated 
against and/or shuffled off into their neighborhoods and ghettoes; a way 
of maintaining a link with one's 'cultural roots' or something.

(2) The more modern uber-politically-correct league has been so focused 
on cultural diversity and those things that make us different and 
unique. To UA this a bit... perhaps some kind of magical symbolism that 
divides the country up and keeps it fractured instead of unifying it?

*shrug* Just spinning some idle thoughts.
