And of course, you can always get your charge, use it for what you want, and
die smiling under a hail of fists and feet knowing you finally got that
second French revolution you always wanted.

Of course, Epidermomancers have it even easier. A major is always there for
the taking* if you've got a knife or a convenient piece of dangerous
machinery to stick your body parts into.

Majors are normally supposed to be once in a lifetime things, either because
of lack of opportunity (How are you get your mitts on the Shroud of Turin
and have enough time to swallow it?) or because of lasting consequences.

In the case of Irascamancers, I'd make sure to implement the "Lasting
consequences" thing.
If you've got a hundred people mad, you've probably done something illegal
or at least are going to be responsible for inciting a riot or something.
There's bound to be witnesses, and you are quite likely to end up as a
widely-known figure to the police or even the public at large, who
themselves might be angry at you for what you did and what you started. (Not
even mentioning the Sleepers.)

Getting those Sigs is going to be harder when Joe and Jane Public know that
you're that asshole who drove his motorcycle right into a major league
football game and whacked the home team MVP in the nuts with a baseball bat.
And that's if you somehow escape arrest/incarceration/beig beaten into a
fine paste.

I would up the number of people required though, and/or require the people
you're draining the rage from to be physically close. (Eye contact range is
pretty fitting, given the school's unique limitation.)

*So why doesn't every Irascamancer or Epidermomancer go out and get a major
once his mentor lets him out for recess?
Remember that If you flub your magic roll, you normally (Sour Cherries
excepted) keep your minor or signifigant charges, but your major charges
just go and explode in a major unnatural phenomena. So you probably want
your magic skill to be fairly high so your spell suceeds. Unless you're
going to blow your once in a lifetime chance by converting it to ten
signifigant charges.
