I've played and run "real world" games outside of my native USA. I've never
run UA with locations outside of the US, though. I've thought about it, but
never done so. The material's rooted in American culture, and it could be
interesting to change the perspective and do some globe trotting.
I generally avoid games set in my home town. I don't want to bog down in the
sort of tangents mentioned earlier. Haven't tried it myself since high
school, though, so maybe it'd be okay. But I also find it to be more
interesting to use different locations, even if they're still in the USA.
