Maybe a personomancer tried to make a Mask Of The Beast that worked as a
sock puppet.
Or perhaps it's just designed to confuse magickally aware but gullible
burglars.
"Wow. Something that weird right on the guy's desk has got to be filled with
mojo" he thinks, distracting him from the second generation Naked Goddess
Tape you've got on your shelf.
Perhaps a talisman against Kleptomancers, since the cat is classiscally
associated with burglary and the decapitation and surprise represents their
defeat.
It could even just be a component in a Hex or Ward tilt. (The thief had a
cat, which you stole from him and ritualistically excecuted.)
Perhaps it's a minor clockwork for catching mice, with two wheels where the
neck was and a small balance wheel under the jaw.
