And if your non-American group doesn't know the various laws in the US (and as an American, I can't even tell you all that stuff), you could certainly get away with ruling that the locale has laws ranging from total restriction to allowing handguns on the belt.  

And if you get some pedantic arguer, then just say that in this world the laws went in this direction.

In general, you can expect tighter gun laws in the more urban centers, especially on the coasts.  In the south and in more rural areas, you tend to find the gun laws to be more lax.  

Of course, you can have exceptions, depending on the political climate of your game.
