I didn't find any construction...just crappy roads. 
That said, it is true that Louisiana's roads are
worse.

To be honest, I never saw any of that (from white
people).  However, I suspect a great many of the folks
I was around were tourists.

Hehehe.  I liked Houston better than Austin, but
again, that's not saying I like Houston.  :P  I offer
the caveat that when I was in Austin, some kind of big
rodeo thing was happening...so, rodeo tourists, etc.
