Partially because, even though the Mystic Hermaphrodite's strongest resonance is, obviously, in the form of actual gender ambiguity and conflict, there are other things that fall under the avatar's influence- doctors that poison you and cut you up to get rid of tumors, to use an example from the book. The Mystic Hermaphrodite is a broader symbol than The Tranny would be.

Also, things like "The Tranny" wouldn't really be distinct enough from the Mystic Hermaphrodite to warrant a celestial upset. That being said, The Freak certainly represents a more modernized view of The Mystic Hermaphrodite, one which could have a solid chance, depending on your GM's view.
