Thanks for the comments guys.

I have to say I was inspired by the UA/CoC crossover stuff on the UA
web site.  No link at the moment, as I'm away from my home machine.

In short, I was thinking that a Stross/UA world would, instead of
channeling the Outer Gods/ other dimensions, channel the deceased,
leftover bits of past realities and the Others ( my memory may be
wrong; those entities that ghosts fear ).

The basic idea was that some fractal patterns and/or conductive
designs of the propper shape would be a sort of charging ritual; human
observation of the ritual is required under the schrodinger principal.

Once charged, other rituals could be used for random magic effects or
forcing some smaller entities ( ghosts ) into living or inanimate
hosts.  More advanced, and costly, rituals could even be used to
travel to fragments of past realities ( those that existed before the
last IC reset ), contact the current Avatar of a particular type, etc.

So yes, magick with a science bent, but does this still seem to far
from the spirit of UA to be UA?  Your previous points are taken, so
perhaps it is.  Just thinking aloud.
