Also, while the story didn't take place in Japan, most policies there
will payout for suicide.  Which has kept suicide a viable option for
financial doomed men who want to provide for their family.  I remember
right before I went there hearing a bit of news on the radio about the
insurance industry there meeting to decide whether or not to put a
blanket ban on paying out in such cases as an act of civic
responsibility.

But yeah, with only one policy there should be more motive than money.
 Though occult significance  would be a great red herring in this
case.  The PCs keep seeking the greater magical purpose of her actions
only to find out she is using dark magic to make a buck.
