It is a massive ghost trap designed to gather all of the spirits killed by
the insanity of the North Korean state and use them to destroy the
government.  But the plot was revealed before they could be released, now
they remain trapped in an unfinished building, it cannot be finished because
it will free them and it cannot be destroyed for the same reason . . .
