I haven't seen the film (yet) so I don't grasp the whole discussion,
but I'd guess he means "Phobomancer", which is pretty much what it
sounds like.

(It's hinted at least once in a UA book that there used to be
phobomancers present in Nazi Germany, either taking advantage of the
climate of fear or arising from that climate.)
