I'd say the soul would be best as an artifact of some
kind. I have read Warren Ellis' Crooked Little Vein
and the bound-in-Gray-alien-skin McGuffin in there was
a Secret Constitution of the United States of America,
with the 23 invisible Amendments.

Like mentioned before, perhaps you could make it a
symbol of old school royalty, the Crown of the Secret
King of America. The crown is kept in a vault so no
one can wear it.

Taking a Warren Ellis riff: maybe it is the Ark of the
Covenenant with the real paper Constitution on it.
Writing amendments on the Consitution causes it to
occur in real life. Someone has stolen the papers and
is scribbling all sorts of heresies trying to erase
the separation of church and state, a Charismatic
Christian Theocracy, and bring about concentration
camps for dissenters, heathens, and heretics (Hey, I
watched Jesus Camp recently).

Holy Crap! That's amazing. ALthough I'd substitute
Reagan for Bush Jr. I don't think it matters whether
they were resurrected or volunteers altered for the
task, they are powerful magically torqued analogues
and are the people they appear to be.
