Some ideas:
The mysterious cult that does the resurrection is The
Original Conspiracy, think all that typical American
Conspiracy stuff: Freemasons, Dollar Bill symbols, JFK
assassination, etc.
The guys who put the imposter W in office are their
rivals. The W double's behaviour was an accident. The
double is the product of genetic engineering. He's got
splices of all these "good" traits of former
presidents. Only something went wrong, twisting the
"good" traits (i.e. having a backbone becomes being
ridiculously stubborn no matter how often are
confronted with truth) into negatives.
Maybe the imposter is really running the show. Or
maybe there's a conspiracy within both conspiracy that
are working together to play them against each other?
So, you can do one of those: which group is good and
which is bad? Who do we want to work for?
The American Dream got cast from the Invisible Clergy
years ago. He now lives in Michigan, doesn't have any
health insurance, works 3 jobs, and he's pissed. There
are currently a number of viable canidates to take his
place, like a shiftless 24 year American Idol
contestant or an illegal alien from Mexico. Maybe the
players have to help one of the canidates ascend?
Or maybe the conspiracy never wanted the resurrected
presidents to save America? Maybe they were called
from the dead, so they could be scarificed on July 4th
in a bonfire lit from both the eternal flame at
Arlington National Cemetery and the dutifully watched
over flame from the torch of the Nazi Olympic games
ushering in a new American Era of religious fascism?
