I like the idea that using charges causes unnatural phenomena. Perhaps
if more charges are used over a certain period, the unnatural effect
is greater (Minor to signifigant and such) and has a greater chance of
effecting it's originator. (The Sleepers hate the fact this happens,
and having random unnatural phenomena sprouting from your very being
makes you very easy to track mundanely or mystically.)

Don't forget then, if charges come from nowhere, there must be strict
limits on how the magic can be used to act as a taboo.
