I'd peg it as being more likely to be some kind of ritual. Perhaps
contacting the dead, with risk of being possessed by the demon
heightened due to the high.

Or maybe the skull belongs to an active demon known to the youths. The
ritual with the skull causes the demon, wherever he or she is, to
become sympathetically stoned. Could be useful to lower someone
capabilities or just mess with someone.
