I usually let them start making characters. I explain the world as 
"remember Twilight zone, the old tv series? Something like that", I 
encourage them to create a group, a bunch of people that somehow belong 
together. (If they can't think of any group they want to play, I suggest a 
band.) I copy and hand out the parts of the game I want them to see (or 
even better, download the first 20 pages from Atlas games website and mail 
it out to them). When I get their characters I read them, think, read them 
again, think some more, decide I cannot think of anything decent and go 
with the same old "kill of one characters aunt, have himher inherit some 
magical item of some sort, then have the cult of the naked godess knock on 
their door trying to buy it, and have the negotiations interrupted by TNI 
goons wanting it for Abel."

Then spend the next two sessions hitting them with strange things, and 
after that you either got a functioning group with some well-formulated 
goals to pursue, or you go "well, that's what this game is about. What 
kind of group do you want to play?".
